Two other cities - Tromso (Norway) and Albena (Bulgaria) - have also bid to host the Olympiad, Azerisport.com reports.
Bulgarian media report that Bulgaria's bid will cost 350,000 euros.
The World Chess Olympiad 2014 will be held from 24 September to 4 October.
It will involve 150 men's and 120 women's teams from across the world.
