Azerbaijani president confers high military rank of Lieutenant General upon Hikmat Mirzayev
President of the Republic of Azerbaijan Ilham Aliyev has signed an order to confer the high military rank of Lieutenant General upon Major General Hikmat Mirzayev.
Hikmat Mirzayev is the commander of the Special Forces.
