Head of the "Azerbaijan-Ural" organization, Shahin Shikhlinski, was detained near "Baku Plaza" shopping center in Yekaterinburg, Russia.
"There were many security forces near the shopping center," he said.
Reports say that Mutvali was also detained but later released.
