Valtonen noted that in August, a consensus was reached during a meeting in Washington to close all structures of the Minsk process, which had been aimed at resolving the Karabakh conflict. She described this as a crucial step that advanced the peace process and removed a significant obstacle to adopting the OSCE budget.
